The way the system works now, local Child Protective Services agencies get money from the Federal Government if they place at-risk youngsters with foster families but none if the child is sent to stay with family members.
Changing that system is just one of the reforms a group of parents and grandparents is pushing in Yuba and Sutter Counties. Activists marched through Yuba City Tuesday demanding changes in the way CPS conducts its work.
The group wants to see state lawmakers relax privacy rules allowing more public scrutiny of CPS activities.
